Can you skip tiers? Like upgrading a stone sword to diamond without it being unbalanced.

I can't make something like this, because with this data pack crafting tools in crafting table is useless, so this will be not fair to minecraft, now this is what it should be, You know what I mean?

I haven't tested this yet, but ill look now. I downloaded a pack like this before but it didn't work so hoping this one works :)
