I’m trying download a skin
the problem is that when I downloaded it and resized for bedrock it didn’t look how it was supposed to and I wanna know how to fix that so I can use the skin,

I don't see anything that looks like it would craete a problem (skin DL's as 128x128 i.e. br standard and nothing seems out of the ordinary when viewing the png)
Does the effect happen with other skins or is it specific to this one only?
When you say "the skin is blue and yellow mostly and the downloaded version is mainly white", are you looking at the png file in a graphics program?
(Many graphics programs that don't support transparency — e.g. Windoze Photo Viewer — will show the transparent areas as white.)

In order to do this, I recommend that you download the skin then go to Minecraft Skin Pack Maker then choose the skins and make them a skin pack then click the skin pack and it should import onto Bedrock.
