Hey I want a java 16 downlaod method which does not need administrator at all pls reply !! I wanna play 21w20a+!

I'm pretty sure that 21w20a comes with Java 16 prepackaged by default, so you shouldn't have to worry about downloading/installing it. Just make sure that your snapshots version in the launcher doesn't have a Java Executable set to anything(Should say "<Use Bundled Runtime>" when empty). If there is any other text in the Java Executable text box, just remove it.
That aside, I'm pretty sure HoboMaggot is correct. If you want to install something onto your PC, admin privileges are usually required for security reasons. Not much I can really recommend to get around that.

Uh sir I use another launcher i use the GDLauncher so i need it.
Java directly changes system files within your PC, so in order to do that your computer has to do a admin security check to make sure you trust what the java download application is doing.
So I dont think you can download Java without that admin check
