Right, it looks like a parrot so do the following
Make a zip folder
Make a pack.mcmeta file in that folder
Make a folder called assets
In assets, make a folder called MinecraftIn Minecraft, make a folder called entity
In entity make a folder called the mob you want to replace
Place the PNG file
Open your Minecraft directory
Open a folder called resourcepacks
Place the zip folder in that folder
Then, apply the pack in MinecraftThats the only thing I can think of

Hi! I just remembered you could put it in a mod. Then you can add stuff without taking away vanilla stuff. You'll need to know code though (Java)

When it comes to mods, I would recommend Java. But only if you have experience. Otherwise, use MCreator. It has a friendly UI.

Hello! I'm not an expert on modelling, but I do know a bit on how to help you. If you are planning to replace the parrot ENTITY model, then I think you need Optifine, and a resource pack. You need to create a CEM (custom entity model), which requires files that animate the entity's limbs (JEM and JPM files). Here's a video on CEM that basically explains everything. Don't let the noob part in title deceive you. The video is super helpful.
