Command Block Area Selection
With a command block, you can specify an x,y,and z coordinate, as well as a radius around it for the command to apply to, like saying /testfor @p[3,65,27,r=10]
But I'm wondering, can you leave out one of the coordinates, to make a cylindrical area of application, rather than a spherical? Like, if you leave out the Y coordinate, will it still affect people with the same X and Z, no matter how high up or down?

Yes that is what I mean, so tht the area of effect will work for any value of Y, which would look like a vertical line, but since a radius is specified, it would be like a cylinder with no maximum and minimum height.

No, you can't. Even IF it works, it will think you only specified the X and Y coordinates. That would just break the game.
