I Tried to run this command
/tp @e[type=Creeper] @e[type=Arrow]
and it gave me the error

You cant run @e twice the one command. Try /rp @e[type=Creeper] in one commandblock and make a seccond one equal to the first but with arrow istead of creeper
do you have multiple creepers or arrows in the world?
