This version is exactly 2.5Hz, the speed of hoppers, synced by a universal clock.

Notes:
- The decoder relies on the pistons connected to the memory stream to always win against the ones connected to the clock. This behavior is not always consistent. When it breaks, break and replace some redstone dusts and see if it works.
- Everything is timed exactly. This thing will most definitely NOT work on laggy servers. Repeaters are often there for delay and syncing reasons, arbitrary replacement will break it.
- The master switch forces off the entire machine, but the machine won't run as long as input chests are empty.
