Help? Perfect Second Clock

Ok, i currently have this minigame involving second timers but i couldn't find a perfect one, if anyone has an idea on how to make this clock. Please tell me

unless redstone ticks aren't exactly 1/10th of a second like I thought, then a torch clock with a 4 tick repeater should work.
