Title says it all, how whould i disable hacks.. although due to aternos not allowing custom made mods and plugins, how whould i do this using datapacks or is there a plugin/mod that disables hacks??

I think you can disable it, hack clients use altered versions so you just switch versions, that's all.

You cant. Hacked clients do their hacks client sided and communicates with the server that way. Servers like hypixel and plugins detect if there are any suspicious movement data the client is telling them, so unless you get a datapack (which is heavily limited), you cannot at all
