I havent tried it but:

/execute @e[type=player] ~ ~ ~ detect ~ ~-.1 ~ water /tp @p[type=player,r=1] ~ ~.1 ~

/execute @e[type=player] ~ ~ ~ detect ~ ~-.1 ~ lava /tp @p[type=player,r=1] ~ ~.1 ~

this won't work, since it will only be really shaky, but I am trying to make one that works without the shaking.

True, but it shouldnt actually since its teleporting .1 up which is hard to notice I think, then again I havent tested it
