Need a server runner.

I am looking for a person who can make a port - forwarded bukkit server.
The reason being is I am making a town/city and needing good build helpers. The requirements on the server are : PLUGINS; World-Edit. ColourSigns. GroupManager ( Only If 5+ Builders). Now the server will have to be a CraftBukkit.Jar Which enables plugins. Preferably I would be Main-Builder With ALL Commands. And also a white-list. You can only do this for me if you have a Skype account. And For Now Have A Nice Day.
