Needing a Pluginmanager

Hey guys, Lilmac12312 here. I'm running a server with some friends and we are almost done! Server name is PrecisionPvP. We are Factions PvP with Instasoups and more plugins. All we need now is a Plugin Manager who can construct permissions for, Member, Trusted, Moderator, HeadMod, Admin, HeadAdmin, Pluginmanager and Owner.
