Plugin Developer Needed

I need a plugin to replace Claim Control addon for Grief Prevention.
Here is the original which is now outdated.

The author won't update anymore as he's moved on.
I'd like the source for this also in case the same happens again.
I just need the following commands as a minimum.
/Claim PVP (pvp on a toggle)
and
/Claim Monsters /Claim Mobs (mob spawning on a toggle.)
If you can do the Entry and Exit msgs that would be sweet also.
Same for the Deny entry stuff.
They might still actually work on the original broken plugin as they are only
region flags.
Can pay $$$ please send a quote (keep it real)
