This is the first plugin we need made, its a magic system that uses particles as magic. these particles will do damage to mobs, while using your mana.

Well in this post you're asking for a more complex plugin that can realistically only be made possible by better developers. Regardless of skill level you should be paying developers. If it was some simple tool, I'd usually do it, but this is not the case.
If you do miraculously find a free developer, brace yourself for low quality junk.

No one does a plugin first then asks for payment lol. That's like me ordering a pizza then not paying the delivery driver because I don't like it.
