Can't make a resource/texture pack??

When I try to create the pack.mcmeta file it doesn't work all it does is turn it into pack.mcmeta.txt

When saving the file, put pack.mcmeta in quotes, like this:
"pack.mcmeta"

Are you sure you didn't set the program to save as txt?

I don't think so because i can make any other file and if i did set to save as that how would i change it?
