The one i use to make my own texture packs is Gimp a 256 frame by 256 so just keep it in mine that me and my friends are making texture packs and mod. msg for further infomation about texture packs and mods
paint.net!
Thanks so much everyone! First time I have EVER gotten the increase in quality to work! I'll tell you all(Or attempt to) when(if) I finish my texture pack and post it Probably like a month or so before it's ready though...
I use microworlds ex. It has a bunch of features that are useful, my one complaint is that when editing images u can't copy or paste anything from outside that image.
I use Gimp. It's virtually the same as Photoshop except free and nicer to look at.
Woah, I didn't expect so many responses XD thanks all! I'll try em all out! And I'm in luck, because my dad, the photoshopping GENIUS, has an extra copy of photoshop so I don't have to pay for it I'll try em all out guys! Thanks again!
Paint.Net is what I use, I only make personal texture packs though
Gimp
Here are the best i know in order:
Photoshop
Gimp
Paint.NET
I Would recommend going for one of them or just use paint xD good luck with your art and stuff.

Paint.net is good. That is what I use to make HD texture packs. GIMP is also good. I just find paint.net easier to use.
I use photoshop, but as that is a bit expensive, you can use Gimp as others have mentioned. Any image editing program works as long as it can work with transparency. This page on the Minecraft Wiki helped me get started with my texturepack, give it a try http://www.minecraftwiki.net/wiki/Texture_Packs
Gimp is the best programme to use .. I used it to make my very first Texture Pack. If you will can you go have a look at it and diamond it please and thankyou !!

GIMP! ftw.
i use gimp or paint
GiMP 2 maybe... or paint.net
i use photo shop or paint.net it seems to do the trick for me
ah i guess paint.net is out... try GiMP totally free, i love it
I tried paint.net but when I increased resolution it blurred the textures with eachother like the grass was mixing with stone :/
In the Resizing box, change the 'Resampling' dropdown from 'Best Quality' to 'Nearest Neighbor'.
I know how to fix this. When you are resizing the image rather than having "Best Quality" Selected make sure it is on "Nearest Neighbor" and it wont blur like that Hope that helped
photoshop, gimp, paint.net, SAI (i think) are all some good painting tools that can edit pixels
