Good texture pack programs?

I want to start making texture packs. I have lots of good ideas but well. I don't know a good program to make texture packs with. Anyone know a good, simple program? Preferably free? And that looks nice? I want to make nice texture packs that don't look like crap.

I have had experience with GIMP so far. Do I have to download a template to make a texture pack?

Paint.NET!
I made my own texture pack (16x16) with Paint.NET, and It looks preety good. :/

I look into adobe Photoshop then. Hopefully it'll turn out nice once I start using it. Thank you....

Ugh./... NEVER get Gimp or Paint.net people say there good - THERE TERRIBLE. I suggest Adobe Photoshop I use it alot and ive made a few succesfull packs.

I make my texturepacks with Paint.NET, a few getting about 30 diamonds, atleast Prelude of the Chambered Pack.

Please actually try using the program and all of its features before you yell "It's Terrible!"

And Adobe Photoshop isn't free.

Paint.NET is free and good.You can make textures easily plus add effects.
You can donate to the creators of Paint.NET if you want, although you don't have to.

You can use any program you want, however.

To make a texturepack, you need either winRAR or 7ZIP in order to open the minecraft.jar.After you do this, drag out all the textures, some textures being in folders (Leave them in their folders), then edit them all to your liking, then use either winRAR or 7ZIP to put them inside a .ZIP archive.
