Those options are great! Just remember that the default "Paint" program from Microsoft is NOT a good option. Depending on the age of your computer, it may not support transparencies.

Calm down with the exclamation marks! Otherwise Paint.NET, GIMP or MCSkin3D (i think) can do whar you want
