I am trying to create my own texture pack and have completed most of the blocks BUT the armor does not work.
I have tried several tutorials and can make skin fine but none of the templates seem to work with the armor can anyone help or point me in the direction of a template please

I now have a download available if anyone wants to try it out and give me some feedback - good or bad both help. http://www.planetminecraft.com/texture_pack/new-texture-pack-2486832/

Yes he's right, but if I'm not mistaking you can actually cover all the "blank" spots up where you don't see the armour. But hopefully we get to see your texture pack soon!

The legs seem to overlap the textures and glitch and the same with the arms they are too big. Is this normal?

Actually, this is. The textures are covering the entire body, except for the forearms and a part of the face. Instead of directly changing the textures in the skin itself, it covers the outside, kind of like a shell on a turtle or whatever. There's a small gap between the player's skin and the armor.

Because of this, the textures are bigger. When a player's arms or legs move, the textures overlap each other. This happens at the hips and the sides of the torso.

There really isn't a way to prevent this from happening, so make you're armor look nice and pretty and it'll be okay. This happened to me once, and I was frustrated, to say the least. Keep making good textures and I'm sure your resource pack will turn out fine!

Make sure to not use the skin of the player as a base to the armor, use the default armor as the base, otherwise the players arms, face, and legs will look extremely... Strange.

That's all the advice I can give you. If you need any extra help, then PM me or post up another forum. I'll answer.
