Hello Planet Minecrafters! I recently found a way on how to get a texture pack (I call it Neon Pack) on PE without any downloading or anything. Here's the directions:
1. Go to Settings
2. Go to General
3. Go to Accessibility
4. Turn on Invert Colors
5. Go to Minecraft PE and whala!

That isn't a texture pack, that's just the invertion of the default pack's colours.
you you just drag and drop the files inside the .jar like you did in the mc alpha
but everything thats not 16x16 will probably be too mutch for your system
