Well most Computers come with PAINT. I just adjust the Pixel sizes and start working on the blocks. Now that textures and stuff are different it's far easier.

Don't use paint unless you absolutely have to. You don't have all the options, and Paint.NET is free and easier to use. Also, microsoft paint doesn't allow for transparent pixels, rendering it useless for some blocks.

Okay, because you haven't yet answered back, I'm going to assume you are using PC. To get into your .minecraft folder, open up my documents, go into the address bar and type in %Appdata%. Alternatively, you could type %Appdata% into the run bar, which should bring you to the folder. From Application Data, click on .minecraft. In here, you will see a bunch of folders. Open up bin. Before you begin compiling this, make a folder on your desktop labeled "new pack". Now, return to the bin, and open your minecraft.jar NOT the one that says Minecraft-1.4.6 if you have it, you just want your MINECRAFT.JAR!!! To open it, try clicking on it. If it doesn't open, or you get a java error, right click, and open with, and then use your archiving program. Now, with the jar open, drag the following folders into the file on your desktop you labeled "new pack":

title
textures
mob
misc
item
gui
font
environment
art
armor
achievement
(scroll down a bit)
pack.txt
pack.png

This should be ALL of the images you'll want to edit. I do not believe there are any additional files, and if there are, try to find them on your own. You will want to rename this folder "Default Minecraft Textures", in case you ever want to make another, that way you don't have to get all the textures from your jar again. Copy Default Minecraft Textures into the texturepacks file in the .minecraft folder, and rename it whatever you want your pack to be called. I recommend making a shortcut of your texturepack to your desktop. To actually change the textures, you'll want an image editing program, I like paint.NET. You can get it here, and it's free:
http://www.getpaint.net/
For tips on the actual process of editing images, you can pm me if you like, I will try to help you as much as I can! Uploading texture packs to planetminecraft is simple enough to figure out on your own. GOOD LUCK!!!

Adding to the above post^
Once you find the folder, you will want to get to your texture pack files (Terrain, GUI, etc.) and open them with a picture editing program (I highly recommend GIMP for both PC and Mac and Pixen for Mac). Then you can use those tools to change the textures.

Hi! To make a 16x resolution texture pack (I would recommend starting out with the default resolution): You first need to download winrar, win7, winzip, etc. Point is, you need some sort of archiving program. You then need to locate your .minecraft folder. Would you mind telling me if you're using mac or PC? Knowing your OS will help a lot.
