How to make texturepack?

I am LeeX. I am an owner of a server and I want to make a custom made texturepack. Now, how do I? I want an ez way and I want it to try to be free I like free! Its because I got no credit card or paypal or anything like that.
If its for download then I cant. I cant download anything until I get my own computer. Please help me!

Well, it seems you're missing some of the basic tools you require, not even mentioning experience with image editors as well as a basic understanding of mojang's file structures.
From where you are now, it'll take considerable time and effort until you can call yourself a fullfledged resourcepack maker. It'd be better you got some help on this one from somebody who knows their stuff, whilst also willing to help for free.
Your next best option and probably the most common one is to commission someone to make it for you (but you already said you're not willing to spend anything). Even then it'll probably take several months on average for that person to create a complete pack.
If you're really looking to delve deeper into this matter, you're going to need a proper rig and some image editting software. Good luck.
