Paint.net is very easy to use and I use it. GIMP is kinda complicated and that has a lot of cool features. Photoshop is also very good and you can get a free 30 day trial.
Well, just decrease the images size in pixels and it will fit it to that size. Note that if you're taking a photo larger than about 200 pixels wide, it will probably shrink to the point where its un-recognizable...I'm assuming you knew that.
How? I have tried shrinking the image with paint.net MSpaint and gimp, nothing seems to work
Open a picture with the size of the original picture.
Then
Ctrl + R or click Resize.
Then
Add in size of H / L
Then
Click "Resampling : Nearest Neighbor"
Then change it.

I have chosen to use paint.net
new question, how do I put another image into one
such as "I want to put a picture from my computer onto the minecraft paintings file replacing one of the paintings"

Copy and paste the image. Using paint.net. Make sure to shrink it so it will fit.
How do I shrink the picture?
I use GIMP and MS Paint but with MS Paint you need to convert the bmp file to png and if needed mark the background transparent on GIMP or any progam that supports transparency.
I recommend Pixen if you have a Mac, (available on the Mac App Store) or Photoshop, GIMP, or Paint.NET if you have a PC. Let me know if you have any other questions!
Paint.Net is very useful.
Gimp is better than paint.net but more complicated imo.
Photoshop is very good but costs money.
Paint.net and Gimp are free.

Paint.net is nice. It has the option to adjust color levels, add noise, and a lot more.
