Need help

I've tried like a million times to make a resource pack, but It just doesn't look right. I use Paint.net, so can someone link me to a good tutorial on designing a resource packs or help me.

First, what exactly is the problem? Saying it doesn't look right is a little vague, if you can be a little more specific, it'd be a lot easier to give help c:
If the program itself is the problem, GIMP to me, would make sense for resource packs. You can download templates for each block, use a 1 pixel pen tool, and recolor each object in the game.
