I don't see how online texture pack applications would be of any help at all. They'd be harder to use than using a program like Paint.NET or Gimp, in my opinion, since it's harder to pick colors in most browser-based applications.

If you want to make a texture pack and have a hard time with the mobs since you aren't sure how they fit together on the 3D model, I'd reccommend McSkin 3D by Paril. For everything else, I use Paint.NET.

You said you didn't want to download thousands of images. making it not your own anyways. I gave you a place where you could technically make your own texture pack with all the images downloaded for you.

There is the Painterly Pack.
That is a website where you can pick from a ton of images just for one object to make it completely your own.
