Hello I am kinda noob at this and am going to try to make a Texture Pack!! But I was wondering, what is the best program for making Texture Packs?

Paint is for begginers, It's good for you ;D

You can't use MS Paint(The default Windows paint program) It doesn't support transparency.

Photoshop(Cost Money), GIMP(Free but takes a while to get use to), Paint.NET(Free but doesn't do as much stuff as Photoshop or GIMP)
