NO.
You have to have permission from the OP of that mod/resource or texture pack/etc. and provide proof at the TOP of the submission

To get the textures for the resourcepack, you copy the assets and all that. From there I edit the textures in GIMP, so when I upload it the default textures are still in the files (Undedited, as I haven't yet touched them.)
Is this technically against the rules, even if I don't claim these textures as my own?

I believe this means that you must have at least 50 percent of the total resource pack completed before posting it. That 50 percent of completion has to be 100 percent created by you. The other 50 percent has that you haven't worked on yourself cannot include work that is not yours when posting it.
At least this is what I get from it. Someone correct me if I'm wrong?

You can still create 50% of the textures and have that 50% be 100% your own creation/not include anything that isn't yours.
either like 350 blocks/items (thats around 50%) or all sounds and music or all guis (vanilla minecraft) basicly

You can't upload a complete texture pack if you've only changed 50% of it, you just upload the 50% you did change.

If you don't want to do anymore additions to the texture pack, you can just post it in the forums.

See above. Unless the situation is that the original artist released their pack for continuation by another user, completely unmodified textures made by someone else entirely can't be posted.

If you're looking to post it on PMC, you're not allowed to just edit a few textures and leave the rest alone. You need to make most to all of the textures to avoid moderation.
Technically all resource packs are edits of the default textures so I'd assume yes.
I bet if you read the rules it would be in there.
