I have been wanting to make a resource pack, but I don't know what software I should use for making one. Any suggestions on a good, fairly simple resource pack maker?

More or less. You won't know for sure unless you try it out.
It's what I used to make my two resource packs, Arcility and MagiCraft

You can use either
http://www.gimp.org/
or you can purchase
http://www.photoshop.com/

They are both good and similar except the fact that gimp is free.

This guy made a pretty good one.
Limited to 16x, though.

Your best bet would be GIMP.

It's free, and easy to use.

you cant use Microsoft paint it doesn't support transparency which is needed for certain textures
