I have been wanting to make a resource pack, but I don't know what software I should use for making one. Any suggestions on a good, fairly simple resource pack maker?

What about an app for Iphone/Android? Any apps?
Now that each block is separate, MS paint would work well.
you cant use Microsoft paint it doesn't support transparency which is needed for certain textures
