TEXTURE PACK ISSUE

If you are trying to Post your pack, then you will see the 7 different tabs at the top of this page:Browse, Community, Projects, Skins, Packs, Servers, and Forums. If you click the Packs tab, I will take you to a page where all the posted texture packs. There will be a button on the page that says Post your texture pack.

I would recommend, to copy the textures folder out of your minecraft folder and begin editing the particular textures you want to change. Just use any image editing programm you like, but I would suggest GIMP because it is free and not too hard to use it.. You can also resize the files in other resolutions like 64x64, 128x128 or 256x256..
