Texturing is something you should do if you WANT to do it, not because somebody asks, or for fame or fortune.

Depends, Minecraft has a lot more textures than it used to, so there's a lot more work involved.
Deciding if you should make a texture pack is not up to us, but whether you are compelled to make something special and having fun doing it. Otherwise, there's not much incentive or demand to make a texture pack.
