Well:

First we need the textures of the version you want the texture pack to be. How? Easy.
Press Windows+R on Windows, on mac just go like windows to the .minecraft parent folder.

Go into .minecraft/versions and choose your version.

Now, download WinRar (if you waven't) or something to access the version .jar and get the assets/minecraft folder
Now search on youtube how to make a texture pack, and when they compress it again they make a .mcmeta file and pack.png file. Pack.png is the icon and .mcmeta is your texture pack's version. So once you've got everything set up, put the .zip (compressed texture pack file) to your .minecraft/resourcepacks folder. Done!
