What program do you need to create a texture pack?

As I said in the title I would need a program to create a texture pack, can someone help me.

I am creating packs from alot of time I use these -
Paint.net for editing
Photoshop For creating realistic pbr textures
and notepad for text editing
and ofcourse
Windows Explorer
just these .

It depends on the work I'm doing:
Textures - paint.net
Text Editor - notepad
3D Modeling - blockbench
Textures - paint.net
Text Editor - notepad
3D Modeling - blockbench

I personally use paint.net, it's free and perfect imo for pixel painting, it has overlays, undos, history, colorwheel, can have multiple images open in tabs, and so on...

Any texture creation/editing tool should work. i would recommend aseprite, its quite an amazing software.

Any image editing program will work, like mspaint. I don't know what a good program is, but literally any program will work.
