Honestly? If you can't take the time/effort (or ability) to install an image editor (+ use it) don't bother trying to create a resource pack that you intend on releasing. Online editors will likely not be comparable to dedicated (offline) image editors anytime soon (even when they do, they still will have more inconveniences).
Is there some reason that you NEED an online image editor? If you need if because you're on a Mac, I'd recommend GIMP, it's compatible with Mac & Linux, and is also free. It's awesome once you learn how to use it.
Online image editors are.... lacking in features compared to something like GIMP. They are also usually pretty "bulky" feeling when using them, particularly not having extensive hotkeys, or dynamic menus. Pair that with lacking most useful filters and advanced adjustment/info tools, plus no "recent files", tabs support, etc, I could not imagine making an entire resource pack on one.
You must also try and think of WHY you want to make a pack in the first place. If it's for fame, XP, or anything like that, I can tell you if it's anything like your skins people likely won't be interested. Most players don't want flat packs (those who do probably haven't seen/used good packs) and anyone can do that sort of thing, anyways. You need to do something fresh and artistic, something with quality. It takes knowing about art (shading, shapes, color theory, pixel art), practice, and refining your own style and technique.
TL;DR: It's not a few hours' or even a few days' work to make something good. Just throwing that out there now, because it's a major hobby and time-sink.

I like Pixen a lot as a pixel editor in general but the free trial option is no longer available, and it's a mac application.
If you have an image editor that supports transparency, use that.
