I agree. This is infuriating
If the posters are still active, you might try asking…
Speculating…
some of these seem to be from shared worlds (which may entail issues of who owns what which become more an issue with a downloadable)
some may not have the ability and/or the inclination to host the needed file
some may be showing off progress of a working project
etc.
