Go with 53MP3RF1s build, Get Windows 8, faster. Mainstream support ended for 7, only extended, so only security fixes, and you may have to pay Microsoft for help regarding 7, if people tell you only business' they are wrong. Get Windows 8, faster.

This build should last you a long time and perform well for its price.
Included is an i5-4460, which is a mid-range Haswell Refresh i5 with a nice 3.2GHz clock speed, 8GB of very fast RAM, the case you requested, a 620w 80+ bronze fully-modular PSU, and an r9 290x, a GPU that is only beaten out by the 980 and is cheaper than the 970.
Now, you may be wondering why I put Windows 8.1 in there.
Here are some reasons.
