I made a few changes.
Dropped down to a 6300, you won't use 8 cores if you are just gaming.
I added a CPU cooler so you can overclock.
Motherboard is a better socket for a dollar less.
Cheaper ram, type of ram doesn't really make a difference.
Better graphics card for roughly the same price.
PSU is bronze certified and semi-modular for 10$ more.

Will this build be able to run games like Skyrim smoothly?

Yea but in stead of going for that 660 Ti, you should get a Radeon HD 7970. It has quite a bit more power which means better performance and it cost about the same!

I would go for more memory.

If he is just using it for gaming, 8 GB's will be more than enough.
