I use a hoster for my server called Vmlweb. They're very trustworthy, and they have a package of 512MB RAM for only $8/month. I fit 60 people on my server with this hoster, no lag, with 3G of RAM. (1/6 of 3G = 512MB) So you could fit 10-15 people on it with minimal plugin use. I love these guys because the customer support is PHENOMENAL. I always love starting the live chat that's open most of the day and just talking to them, because they're friendly. I would recommend them to any person looking for a server because they are no lag and 24/7!

20+ players are often (Normal priced) £15
You could always talk to the hoster, and make a deal with them. Like a partnership. I have that with my hoster (I advertise for them), and I get discount on my server.
But I hardly doubt you will get a powerfull server that can hold 20+ active players for under £10
