I can do Java, but I've never done Bukkit plugins.
I am able to create both client mods and Bukkit plugins. What is it that you need?

Do you do these things for free? Or a cost?
Depends on what it is needed. If it's something rather complex, then a /small/ cost is involved, if it's something simple, just some recognition is nice.
