One plugin I do think is quite similar to this has something like...'Holo' in it's title. Can't remember. Try to search this image on Google (Like, dragging the imagine into the search bar - it works) or typing a few keywords.
There is a plugin for that. "Holographic Displays".

You wont find it anywhere. i'm 99% sure this is custom created and not open to the general public.
