Tutorial using Java and Slick2D. You'll need to know some basic Java, and you'll definitely need to be patient.

Java greenfoot is a easy way of making basic java based games. But you would need some basic-intermediate knowledge on java

If you havent chosen one I suggest javascript and use the canvas element.
It is easy and quick to learn compared to something like java and you can also change it into an app for you mobile device using phonegap.com
All in all its good enough for your first game.
For a suggestion as you first game try something like 'Tic tac toe' but if you want a bigger challenge try ' Donkey Kong'

Scratch may not be the best program but it is easy for students (As myself, I used it in middle school and I'm now in high school) and young people to use and in my opinion its actually really fun and one of the best. You have a lot of choice in Scratch too. You don't HAVE to make the game on Scratch, but it can be really good for practising.

Well I thought it was, especially when you made stuff with friends. If you don't its fine. That's your opinion. Just don't use it
Learn Scratch, then GameSalad. You won't become proper programmers overnight.
