Is MCEdit a mod?
Just vote here. I need this infomation to tell people raging that vanillia maps aren't vanilla because it used MCEdit. Thanks for voting!

No, it is NOT. It is an external editing program, not a mod. Some people say it's still not vanilla, but the point of vanilla is that you're playing without any mods. You don't have to have MDEdit and other external editing programs to play maps that MCedit had been used to create. So, both technically and literally, no. But some people argue that MCedit does directly change Minecraft. The honest truth is that it doesn't add or change anything already in Minecraft's code, therefore not a mod.
As I see it, it's not a mod, it's a third party editing program, but since it doesn't run within minecraft's engine, and only does things that are possible in vanilla minecraft, it's not a mod.
Techinically not. It does modify the minecraft world and such but it isn't directly a part of minecraft (as in not being inside it). A mod you directly edit things from within the game.
Technically no MC Edit is not a mod as it is more an external editing program to put it simply. A mod affects the game directly it can add items, mobs, change crafting recipes, etc. While mc edit is able to edit a save file but adding in blocks to create buildings and such.

Hard to say. When people say it's not vanilla, it's because you're putting in filters, or you're doing something that you wouldn't be able to do without it. I don't see the problem with adventure maps using it, but with other maps, yes its a problem.
