You really need a new "dev" if he doesn't even know how to do permissions and manage plugins.
Anyway, list of plugins, version string, we need more info.
I came on to help but no one was there, I can tell you the second problem is a permissions problem because if non-ops cant do it, and ops can, it means a permission is missing because all op is is every permission. PM me if you need me to help more.
