Tf2 plugin developer

Hi Everybody,

I have a Team Fortress 2 server and I recently purchased it a week or two ago.
At the moment I am confused on how to make/add plugins and how to add myself Admin/operator since it wont let me.

I am looking for someone to help me with my problem regarding TF2 server. Or even find someone who could permanently help me with any issues I have regarding the server.
