When I change watercolor.png, and water.png, nothing changes?

Water.png means what the colour looks like while underwater
Watercolour.png is for the water colour difference between biomes
Watercolour.png is for the water colour difference between biomes
You need either the HD texture pack fix or Optifine, both of those enable custom water.
