Recently I became interested in the question: "Is it possible to use downloaded data from the cache?".
When I go to my friends' servers, I download all the parameters and resources completely, and then they are simply stored in the cache. Yesterday I probably crawled through all the game folders and did not find the slightest hint of cache.
Tell me please, is it possible to use a mod from the cache, because it is completely downloaded?

An addon/mod probably not, I've checked my game's cache folder and there was only resource packs in there, behavior packs aren't downloaded at all it seems.
You should be able to use resource packs from cache though, theoretically...
