Help wanted!

So I want to make a datapack that will give you OP items and a stack of cooked beef when you make a world and activate it.But I have no idea how to make one.So I am asking for help.I want the BEST TEXTURE MAKER out there to make a datapack like the one I described and give me the download link form I can upload it.I will give credit!
