14w27b is a 'snapshot' basically a beta version of 1.8.
The first 2 numbers stand for the year EG: 14 for 2014
The 'w' then another 2 digit number stands for the week number this year
EG: Week 26
The finally letter stands for which snapshot it is this week
EG: 14w17a is the First snapshot released on the 27th week in 2014
or snapshot 15w43c is the Third snapshot released on the 43red week in 2015
You can access these version by clicking 'new' or 'edit' profile in the launcher then selecting 'enable experimental development versions ("snapshots")' and choosing your preferred snapshot from the 'Use version:' drop down menu

Its a pre Release of Minecraft 1.8. Mojang publishes them for testing but often therer are some bugs. You Can download them if you hook "Allow experimental Versions" in your Minecraft Launcher.
