Adding Custom Paintings on a MP server

A while back I saw someone on my MP server who had a `Daft Punk` poster and a Monopoly Board that replaced the in game Paintings. I have done a little research and gather you have to A : Find the image in you local files that has all of the paintings in one picture and edit over that accordingly B: put those in a resource pack and `force` it on the server. At least that's how I understand it.

Sadly I cannot find the `bin` file in the %appdata% .minecraft folder. Could someone explain step by step like I was 5yrs old how to go about doing this? Thanks :)
