I'm making a map in 18w07c (and upgrading with the snapshots). There are two image links here. The one Below is in my map. The one above is a randomly generated world's ocean. The one from my map as air around the kelp. The one In a random ocean doesn't. How can I fix this? (It may get fixed in later snapshots but I don't know.) Right now it's bugging me so I want to fix it. Here are

Did you place water at every level or just at the top ? You might need to place water at every level for it to work, although I'm not actually sure that's the case.
Did you place the kelp yourself? Because that could explain a few things, though it shouldn't really matter. Just tried this on 18w07c and so far no issues.
Make sure that you didn't mess around with block tags. minecraft:water_hacked is used to affect this behavior, so if you somehow used that then it could explain something.
(edit): also make sure there's at least 1 water block above the kelp, otherwise it can also behave a bit strange.

It isn't hacked water. I think it was removed. I'm not sure. I did manually place them. I think I'm just gonna wait it out. Kelp is very new and it will probably get fixed
