Allow certain groups to use certain plugins?

Hi, I plan on including donation ranks in my server and am hoping to allow special access to certain plugins for those groups. Like, one of the ranks is a King/Queen. I would like it so that they use the TreeFeller plugin (when they break a block of a tree, the whole thing falls) I am wondering if it is possible to restrict certain plugin access to certain groups.
